The system came first
Jon Beach founded and ran City Service Contracting, Inc.. Like every owner, he needed to know whether the work was making money — and, more usefully, to know it while the work was still happening rather than months later.
So he built the system he needed. Job costs tracked against estimates. Labor tied to jobs with burden applied. Profit visible in real time rather than reconstructed at year end.
Then the philosophy
The business ran on a principle that’s held for nearly 50 years: hire good people, treat them with respect, and empower them to do great work.
The job cost system turned out to be how you actually do that last part. People manage what they can see. Tying profit sharing to job performance meant crews were measured on numbers they could look at themselves — which is a different thing entirely from being told how the job went afterwards.
The result: customer retention exceeding 95%.
Then other contractors
Other paving companies started adopting the system. As they did, it grew into the Job Cost Portal — and something less expected happened alongside it. The companies using the same system started operating like a group. They compared numbers, because the numbers were finally comparable. They referred work. They bought together.
Then a network
It started small — three like-minded paving companies in California, already running the same system, deciding to formalize what they were doing informally. Paving Alliance was founded by independent, family-run contractors to preserve their businesses — competing against private equity consolidation through unity and shared resources rather than by selling out.
That’s still the whole idea. A contractor shouldn’t have to choose between staying independent and having the scale to compete. The Alliance exists so that’s not the choice.
