Who is Paving Alliance
The Paving Alliance is neither owned nor controlled by a private equity firm. It was founded by a collective of independent, family-run paving contractors who chose to preserve the businesses they built—for the benefit of their families, customers, and employees.
As our industry rapidly evolves, we recognized that staying competitive required unity. The Alliance was formed to compete effectively with the private equity firms reshaping the market. By pooling resources, expanding access to capital, optimizing shared strengths, and increasing bargaining power, members can grow their businesses without giving them up.
The objective of the Paving Alliance is to support paving companies in building long-term, sustainable success—on their own terms.
A Vision from an Industry Pioneer
The foundation of the Paving Alliance business model was created by Jon Beach, founder and owner of City Service Contracting Inc. After years of working in the field by day and managing paperwork late into the night, Jon recognized that this pace was unsustainable—for his business, his family, and himself.
He faced a defining question: What could he let go of, knowing no one would ever care more than the owner? The answer was bold and transformative—giving his employees a true sense of ownership.
Jon developed a job cost system that shares profits from each project with the key team members who sell and manage the work. The system tracks contracts and all direct job costs in real time, giving project managers and owners immediate visibility into job profitability and customer satisfaction.
In essence, sharing profits was a strategic step back that created exponential progress forward. The results were powerful: rapid business growth, increased personal flexibility, customer retention exceeding 95%, and a workforce that became more invested, motivated, and financially rewarded. Jon grew his own wealth while helping his employees do the same—all while improving customer satisfaction and team morale.
Over time, this system evolved into what is now the Job Cost Portal, a proven platform designed to help other paving companies implement the same growth model. As more companies adopted the system, they formed a network now known as the Paving Alliance.
Our mission is to bring this proven growth model to paving contractors nationwide—giving them the tools, insights, and shared strength to scale profitably. Through the Alliance, contractors gain immediate access to a national network, expanded opportunities, and collective resources—allowing them to grow beyond their local markets without selling out or sacrificing independence.
